Overlapping environment variables warning

There are three different places where environment variables can be 'preset'. These are in Project's settings, in the Compute Environment's settings, and in the user's Account Settings. Leveraging these levels of priority can enhance the user experience in Domino, however it is possible to overwrite an environment variable by accident if you do not realize/remember a previously created environment variable.

The proposed mechanism for preventing these mistakes is to have a warning pop up whenever environment variables with the same name are defined across the different settings.
