Improve the handling of environment variables in Dockerfiles/compute environments

Compute environment managers, such as admins, would benefit from enhancements to the way that environment variables are handled for Dockerfiles that are built in Domino. For example an admin may wish to use certain credentials to pull in particular files from a git repository, and then maintain the privacy of those credentials when they share the compute environment with others in their organization.
